The 'bigger' picture

In 2014, the IAM launched the Big Picture infographic and video, resources that quickly became trusted conversation starters for explaining what asset management feels like in practice. One of the benefits of using these materials in dialogue was that they helped to reveal the structural, technical and cultural barriers organisations face when trying to work in a coordinated, value-focused way.

But the Big Picture always assumed that the silos existed inside the asset manager’s organisation. What about when the organisational boundary is the silo? A new initiative from the IAM is creating materials to address these wider concerns, which have become too significant to ignore.

Why cross‑boundary integration matters

Cross-boundary integration is now a defining challenge for modern green, blue and grey infrastructure. Climate pressures, population growth, technological disruption and increasingly interdependent systems expose the limits of organisation-centric thinking.

This initiative aims to help practitioners, policymakers and partners see the 'bigger picture', understand the barriers, and find practical ways to work across organisations, sectors and geographies for shared, long-term value. It draws on insights from IAM Patrons, Chapters, the IPWEA Asset Management Committee and Visual Meaning.

Why cross‑boundary integration is hard

Effective cross-boundary outcomes are notoriously hard to achieve for several interconnected reasons:

Conflicting priorities and incentives: financial, regulatory and political drivers often push organisations in different directions. Decisions optimised for one party can create costs or risks for others.

Mismatched planning cycles: infrastructure timelines and political tenures rarely align, resulting in cross-boundary inconsistencies. Housing, for example, may be completed years before supporting transport links, locking in long-term car dependency that persists even after new public transport options arrive, resulting in short-term fixes, long-term costs and a cycle of reactive investment.

Unintended consequences across systems: cross-boundary impacts are often delayed, dispersed or invisible to the decision-maker – electric vehicle (EV) uptake affecting rail business cases, data centres being constrained by water availability, or climate-related failures emerging decades after land-use changes.

Data-sharing barriers: data is the connective tissue of modern infrastructure, but only when it flows. Incompatible standards, commercial sensitivities and unclear ownership remain major blockers for cross-boundary working.

Tacit knowledge and capability gaps: many organisations no longer retain long-term corporate memory. With fewer people spending 30-40 years in a single organisation, lessons are lost and mistakes are repeated.

Education and problem-solving culture: many professions still reward individual achievement over collaborative problem-solving. Arguably, the root of the issue may lie in how we educate our people. Cross-boundary work requires a mindset shift as much as a technical one.

Purpose and compromise: shared purpose is essential. Without it, compromise is unlikely and trust is difficult to build.

Why the IAM is acting now

These are some of the insights, gained from our partner collaborations, that are shaping a new set of globally accessible, visually rich workshop materials. These will complement the Big Picture and illustrate the challenges, interdependencies and opportunities that exist beyond traditional organisational boundaries.

The language will be simple and non-technical, using relatable, real-world examples across grey, blue and green infrastructure. The resources will be built around a set of typical cross-boundary challenges that we see being used in 'bigger picture' workshops to help participants get a shared understanding of the range of boundaries they might be facing, and the steps they could take to overcome them.

The resources will be conversation starters, not policy, reflecting the reality that cross-boundary integration is not a new methodology, but rather a reframing of existing asset management thinking at a wider scale.

Examples that bring the challenge to life

Partner engagement has identified a rich set of examples, to help people recognise themselves in the problem situation and see the value of better integration. Examples include:

Frequent road closures: an example everyone can relate to – when the same stretch of road is dug up and reinstated repeatedly by different organisations on different timetables. The roads authority is working to a planned schedule to keep costs down; the utility is repairing faults to improve reliability; the telecoms provider is laying faster networks to meet demand…

Each is right on its own terms, but the local community pays the price, as shops lose trade and travellers sit in traffic.

Waste and water runoff: where does waste and water runoff go when it passes the boundaries from one asset system to another?

Channelling everything into the main drain looks cheaper, but it pushes both foul and surface water downstream until it reaches the rivers, damaging ecosystems, threatening marine life and spoiling the places where people used to swim.

Balancing the transition to renewables: governments are accelerating investment in renewable energy as part of national and global decarbonisation commitments.

System operators, meanwhile, have to keep the grid stable; conventional generators, worried about the weather-dependence of renewables, focus on reliable supply, and a long dependence on fossil fuels cannot be switched off overnight.

How we expect them to be used

These are just a few examples. The plan is to pair each one with an illustration of what the 'bigger picture' paradigm might look like in that context, setting out the likely boundaries (for example, organisational, regulatory, cultural) and the steps that could be taken to address them.

What success looks like

In the short term, success will be for these materials to be used routinely in cross-boundary workshops, with participants from different backgrounds and organisations developing common language about the issues, and using the examples to trigger richer dialogue and commitment towards integration initiatives.

Ultimately, success also means refreshing the IAM’s strategic positioning and demonstrating the relevance of asset management thinking to global, cross‑boundary challenges.

A call to engage

Cross‑boundary integration is not a niche technical issue; it is central to how societies function and how infrastructure delivers value.

The IAM invites practitioners, policymakers and partners to shape a shared understanding of these challenges, and build tools that support better decisions.

The whole is greater

Advancing cross-boundary integration in asset management

Historically, infrastructure management has often demonstrated a certain presumption. We have classified, numbered and determined asset lifespans, taking pride in our methodological precision. A pipe was merely a pipe, a road simply a road, and a tree – if included in the asset register at all – was only a tree. Entire professions have been established on this taxonomy of components, causing us to mistake our classifications for the complexities of the real world.

In practice, the systems under our care are dynamic and continually evolving.

Cross-boundary integration is more than cosmetic rebranding. It is an epistemological transformation, a profound change in how we understand infrastructure and approach its management. This mindset requires us to progress from asset management to system stewardship. It prompts us to include physical elements, such as pipes and roads, and their broader contexts, including catchments, microclimates, financial impacts and human health. Ultimately, it is systems thinking that is fully enacted.

Mark Enzer, Chief Technical Officer at Mott MacDonald, is a leader in infrastructure systems theory. In his research, Enzer says: ‘The purpose of infrastructure is to deliver outcomes for people and the environment – not to perpetuate the existence of assets.’

This distinction matters: roads, pipes and canopies are tools for human and ecological goals. If we forget this, management becomes mere asset accumulation.

Each professional boundary between drainage engineers, urban ecologists, transport planners, public health officers, finance directors and climate adaptation teams can lead to systemic failure. Organisational silos are not just inefficient; they create risks and show an inability to manage the system as a whole.

The impact of this narrow perspective is visible in maladaptation. For instance, urban forests may be planted without adequate hydrological planning, or surfaces may be hardened for flood control, inadvertently amplifying heat events. Infrastructure investments that solve immediate issues can simultaneously erode broader system integrity. Maladaptation occurs when skilled professionals, restricted to their fields, inadvertently trigger systemic failure.

The remedy lies not in accumulating more expertise, but in strengthening connections among existing areas of expertise.

Several cities now use this integrated approach. Melbourne's urban forest strategy is a liveability strategy, seen as increasing canopy cover. The City of Marion, in Adelaide, correlates urban heat island data with tree canopy coverage. It confirms shade is a public health intervention, not just an amenity. A drop of two degrees in surface temperatures in heat-vulnerable suburbs reduces heat-related illness and death. This insight connects urban foresters and emergency physicians, turning assets into direct interventions.

The town of Gibsons, British Columbia, is an instructive example. This small municipality assigned economic value to natural assets. It integrated stormwater management, drinking water provision and drainage into one system. Gibsons erased a boundary others see as inviolable. Nature became infrastructure, and a riparian system was capital to protect, not a liability. The economic rationale for integration became clear once articulated.

Gibsons, Melbourne and Marion show that social, economic and environmental factors are not independent. As Enzer notes, they are deeply connected. Decisions in one area affect others, often unexpectedly. Cross-boundary integration means recognising this and then building governance, data and cultures that support these links.

We stand, I believe, at a genuine inflection point, not merely in practice, but in consciousness. From years spent at this intersection of systems, cities and consequence, I agree with Juliet Mian, the Founding Director of the Resilient Shift:  ‘The next wave of asset management will not arrive on the back of smarter sensors or more elegant life-cycle models. It will come when we have the courage to place human health – physical, mental and social – at the centre of what infrastructure is for. When we design and steward systems in explicit service of human flourishing, we do not dilute economic or environmental rigour. We discover, perhaps for the first time, that they were always pointing towards the same horizon.’

The components were never the destination. They were always the vessel, carrying cities, sustaining communities, holding systems together across time. Cross-boundary integration is the discipline of keeping that truth in view, even when the pressure to fragment is immense.

Organisational silos are more than an efficiency problem. They are a symptom of something deeper: a collective amnesia about why we built any of this in the first place.

The antidote to amnesia is not a new framework. It is remembering.
